City Hall’s animal pound in Air Panas, Setapak will be monitored closely by the council, promised Kuala Lumpur Mayor Datuk Ahmad Fuad Ismail, responding to allegations of alleged animal torture taking place there.
Malay Mail reported last week that the alleged abuse had taken place at the animal pound, following claims made by a member of the public that staff were drowning cats and dogs being strangled to death.
After promising that the matter would be investigated thoroughly, Ahmad Fuad yesterday told Malay Mail that based on the briefing from his staff, no such incident had taken place despite footage of the alleged torture of dogs also being aired on TV3’s 360 programme the night before Malay Mail’s report was published.
"I was informed that sometimes, when animals are euthanised, they will still move about, and they may bite as well. The footage which was aired could perhaps have been that of a dog already in its death throes," Ahmad Fuad said.
"I have also checked with the centre and they have sufficient euthanasia drugs there. Any form of euthanasia must be conducted in the proper manner.
"I do not agree and will not condone any acts which could constitute torture. I have informed the staff that if there are not enough drugs at a particular period, they should continue to house and feed the animals."
Ahmad Fuad added that stray animals brought to the pound would be cleaned and fed.
"We pass on some dogs to the SPCA (Society for the Prevention of Cruelty to Animals) or to people who want to adopt them, but there are also instances where we have to put them to sleep.
"I will make sure that no wrong practices are condoned at the pound and will be checking on the status of the pound from time to time."
